The 35th Commissioner of Police in Abia State, CP Wilfred Olutokunbo Afolabi, has resumed duty yesterday. He succeeded AIG Danladi Isa, who has been promoted and redeployed to the Force Criminal Investigation Department, FCID, Annex, Kaduna.
This was contained in a press statement issued by the Police Public Relations Officer, DSP Maureen Chioma Chinaka.
According to the PPRO, CP Afolabi is a seasoned and accomplished officer of the Nigeria Police Force with over three decades of meritorious service.
CP Afolabi enlisted into the Nigeria Police Force as a Cadet Assistant Superintendent of Police, ASP, on May 18, 1992. He has since built a distinguished career marked by professionalism, discipline, and dedication to duty.
He is highly educated and professionally trained. He holds a Bachelor of Science, Hons, degree in Botany from the University of Ilorin, a Postgraduate Diploma, and a Master’s degree in Peace and Security Studies from the University of Port Harcourt.
His professional development is further strengthened by several strategic and tactical courses, including: the Strategic Leadership and Command Course at the National Institute of Police Studies, Abuja; Tactical Leadership and Command Course at the Police Staff College, Jos; Internal Security/Low Intensity Conflict Course at the Armed Forces Command and Staff College, Jaji; and Peacekeeping Negotiation Course at the Kofi Annan International Peacekeeping Training Centre, Ghana” she said
The PPRO said CP Afolabi’s international policing experience is extensive. He served with distinction as the Pioneer Sector Commander, Sector 2 Nyala, and Pioneer Regional Commander, Southern Darfur, under the African Union Mission in Sudan, 2004–2005. He was instrumental in establishing operational and administrative structures, setting up police stations in internally displaced persons’ camps, and coordinating civil police activities.
He also served as Nigeria Contingent Commander and Special Response Unit Officer under the Human Rights Section of the United Nations Mission in Bosnia and Herzegovina, 2001–2002, where he contributed to law enforcement reforms, system analysis, and training development for local police personnel.
On the home front, CP Afolabi has held several key command, operational, and administrative positions across the country. Prior to his posting to Abia, he was Commissioner of Police, Admin, Training and Development, Force Headquarters, Abuja.
He also served as Commissioner of Police, Ondo State Command, where he coordinated administrative and operational functions, strengthened intelligence networks, enhanced investigative efficiency, and promoted community policing for improved public trust.
He served as CP, Force Equitation Officer, Mounted Troop, at Force Headquarters, Abuja, overseeing mounted police operations, operational readiness, and professional standards in crowd control and ceremonial duties.
Between 2021 and 2023, as Deputy Commissioner of Police, he served as DCP, Admin, Delta State Command, handling high-level administrative responsibilities. He also served as DCP, CID, Katsina State Command, where he coordinated and supervised criminal investigations, and as DCP, Operations, Bayelsa State Command, where he planned and executed crime prevention strategies.
From 2016 to 2021, as Assistant Commissioner of Police, he served as Area Commander, Anambra State Command; ACP, Operations, Imo State Command; and ACP, Intelligence, Abuja. Between 2014 and 2016, he was Divisional Police Officer in multiple divisions within Abuja and Directing Staff at the Police Staff College, Jos, where he trained and mentored senior officers.
The PPRO further disclosed that CP Afolabi served in various operational roles, including Sector Commander and Second-in-Command in Joint Task Force operations in Warri, Staff Officer at Force Headquarters, and Unit Commander of the Police Mobile Force in Plateau State, where he coordinated combat operations, riot control, and other specialized duties.
In addition, he undertook several ad-hoc national assignments. He was among the first Nigerian police officers deployed to the African Union Mission in Sudan, Darfur. He was the last Contingent Commander of the Nigeria Police Team to the United Nations Mission in Bosnia and Herzegovina. He also acted as Aide-De-Camp to visiting Heads of State and participated in organizing major international events, including the All African Games and Commonwealth Summit.
CP Afolabi is a Fellow of the Peace and Security Studies Department, University of Port Harcourt, and a Justice of the Peace, JP. He is married with children. His hobbies include traveling and reading.
The Abia State Police Command calls on stakeholders and the general public to support CP Wilfred Olutokunbo Afolabi in his efforts to ensure the safety and security of citizens in Abia State, the PPRO stated.
