Army dismisses two soldiers for stealing cables at Dangote refinery

The Nigerian Army has dismissed two soldiers for stealing armoured cables at the Dangote refinery in Lagos.

The soldiers were dismissed after they were found guilty of the offence during a summary trial, according to army spokesperson, Maj.-Gen. Onyema Nwachukwu, in a statement on Monday, April 22.

Our correspondent reports that the soldiers, Corporal Innocent Joseph and Lance Corporal Jacob Gani, were arrested by the Nigerian Army after they were accused of stealing armoured cables from the Dangote refinery in Lagos on April 14.

According to the army spokesperson, after a thorough investigation conducted in collaboration with the management of the company, the two soldiers were found to have abandoned their duty post and were in unauthorized possession of the materials.

He said: “Subsequently, they were both charged for Failure to Perform Military Duties punishable under section 57, subsection (1) and Other Civil Offences punishable under section 114, subsection (1) of the Armed Forces Act CAP A20, the Law of the Federation of Nigeria 2004.

“They were summarily tried. During the trial, the evidence against them was presented and they were given the opportunity to present their cases and defend themselves but were found guilty of the charges levelled against them in accordance with military laws.

“As a demonstration of the Nigerian Army’s zero-tolerance for misconduct and criminality within its ranks, the two soldiers have been dismissed from the Nigerian Army with immediate effect and handed over to relevant authorities for further prosecution.”

Nwachukwu said the decisive action underscores the army’s “resoluteness in maintaining its institutional integrity and reputation.”

He assured the public of the army’s dedication to upholding integrity, discipline, and accountability at all levels.
“We remain resolute in our duty to protect and serve the nation with honour and dignity,” Nwachukwu said.

FG to resell DisCos under banks, AMCON in three months …TCN blames outage on gas constraint

The federal government on Monday, April 22, vowed to sell off the five electricity Distribution Companies (DisCos) now under the management of banks and Asset Management Company (AMCON) in the next three months to reputable technical power operators.

Recalled that Abuja Electricity Distribution Company (AEDC) is currently under the management of the United Bank of Africa (UBA), Fidelity Bank manages Benin Electricity Distribution Company, Kaduna Electricity Distribution Company, and Kano Electricity Distribution Company while Ibadan Electricity Distribution Company is under the AMCON management.

They all found themselves under the new management arrangement owing to their inability to repay their loans.

The Minister of Power, Chief Adebayo Adelabu, who made this known to the Senate Committee on Power was in an oversight visit to the ministry in Abuja, that the energy distribution assets are technical and as such, they should be under the management of technical experts.

He informed the committee that tough decisions on the DisCos have become necessary because the entire Nigerian Electricity Supply Industry (NESI) fails when they refuse to perform.

According to him, the ministry will prevail on the Nigerian Nigerian Electricity Regulatory Commission (NERC) to revoke underperforming licenses and also change the management board of the DisCos if it becomes the solution.

Adelabu said, “Lastly, on distribution. Very soon you will see that tough decisions will be taken on the DisCos. They are the last lap of the sector. If they don’t perform, the entire sector is not performing.

”The entire ministry is not performing. We have put pressure on NERC, which is their regulator to make sure they raise the bar on regulation activities.

” If they have to withdraw licenses for non-performance, why not?If they have to change the board of management, why not?

“And all the DisCos that are still under AMCON and Banks, within the next three months, they must be sold to technical power operators with good reputations in utility management.

“We can no longer afford AMCON to run our DisCos. We can no longer afford the banks to run our DisCos. This is a technical industry and it must be run by technical experts.”

The minister also noted that it has become necessary to reorganize the DisCos for efficiency.

He stressed that Ibadan DisCo is too large for one company to manage.
Responding to the decision to resell the DisCos, a member of the committee, Senator Isah Jibrin alleged that some of the operators have stripped the assets of the DisCos they took over in 2013.

He insisted that the operators of any revoked DisCo must be compelled to fix the assets as they were before handover.
Besides, Adelabu also dropped the hint that the Federal Government mobilized a company named Messr Zigglass with $ 200 million (N32 billion) to supply three million meters that were yet to be supplied to date.

“If you held N32billion for these years, where is the interest”, he asked.
According to him, President Ahmed Tinubu has directed that the contract be revoked.

He said the government will bridge the current eight million metering gap in the next four to five years.

The minister noted that the funding is coming from a seed capital of N100billion and N75billion.

He added that the Nigerian Sovereign Investment Authority (NISA) is coming to the aid of the ministry with the fund.
He described the power sector crisis as historical, stressing it has defied all solutions.

Adelabu blamed issues in the industry on uncompleted projects, urging the committee to approve funds for the completion of over 120 projects that litter across the country.

He also noted that the frequent grid collapse was due to a lack of Supervisory Control and Data Acquisition (SCADA).
Responding, the committee chairman, Senator Enyinnaya Abaribe dismissed him, stressing that the ministry has been complaining about SCADA procurement in the last 12 years without addressing it.

Besides, Senator Danjuma Goje who is a member of the committee and a former Minister of Power, told Adelabu that nothing has changed in the sector.

Senator Lalong who responded to the issue of the company that abandoned a project after collecting $200million since 2021 noted that people must be punished for their crimes to serve as a deterrent to others.

Speaking Senator Osita Izunaso called for the cancellation of the DisCos licenses, stressing “DisCos are the problem.”

Lassa fever: NCDC records 832 cases, 152 deaths in four months

The Nigeria Centre for Disease Control and Prevention says it recorded 5,669 suspected Lassa fever cases and 152 deaths with a Case Fatality Rate of 18.3 per cent.

This is according to the Lassa fever situation report posted by the NCDC on its website on Monday.

The NCDC said 832 cases were confirmed from the suspected cases from 27 states across 126 Local Government Areas from January to April 14, 2024.

According to the World Health Organisation, Lassa fever is an acute viral haemorrhagic illness caused by the Lassa virus, a member of the arenavirus family of viruses.

Humans usually become infected with the Lassa virus through exposure to food or household items contaminated with urine or faeces of infected Mastomys rats. The disease is endemic in the rodent population in parts of West Africa.

Lassa fever is known to be endemic in Benin, Ghana, Guinea, Liberia, Mali, Sierra Leone, Togo, and Nigeria, but probably exists in other West African countries as well.

“Person-to-person infections and laboratory transmission can also occur, particularly in healthcare settings in the absence of adequate infection prevention and control measures.

“Diagnosis and prompt treatment are essential. The overall case-fatality rate is one per cent. Among patients who are hospitalised with severe clinical presentation of Lassa fever, case fatality is estimated at around 15%. Early supportive care with rehydration and symptomatic treatment improves survival.

“About 80 per cent of people who become infected with the Lassa virus have no symptoms. 1 in 5 infections result in severe disease, where the virus affects several organs such as the liver, spleen, and kidneys,” WHO said.

In its report, the NCDC noted that in week 15, the number of new confirmed cases increased from 11 in week 14, 2024 to 15, and these were reported in Bauchi, Edo, and Ondo States.

“Cumulatively from week 1 to 15, 2024, 152 deaths have been reported with a CFR of 18.3 per cent which is higher than the CFR for the same period in 2023 (17.3 per cent).

“In total for 2024, 27 States have recorded at least one confirmed case across 126 LGAs.

“Sixty-five (65 per cent) of all confirmed Lassa fever cases were reported from these three states (Ondo, Edo, and Bauchi) while 35 per cent were reported from 24 states with confirmed Lassa fever cases. Of the 65 per cent confirmed cases, Ondo reported 25 per cent, Edo 23 per cent, and Bauchi 17 per cent,” it said.

The National Public Health Institute revealed that the predominant age group affected is 31 to 40 years (Range: 1 to 98 years, Median Age: 32 years), and the male-to-female ratio for confirmed cases is 1:1.

The figures indicated that the number of suspected cases increased compared to that reported for the same period in 2023.

The report also showed that 32 healthcare workers have been infected with the virus so far.

The agency, however, said the National Lassa fever multi-partner, multi-sectoral Incident Management System has been activated to coordinate response at all levels at the Emergency Operations Centre.

FG to establish N100bn Police Housing Fund – IG

The Inspector General of Police, OlukayodeEgbetokun, has revealed a plan by the Federal Government to establish a N100 billion Police Housing Fund.

The IG made the announcement in Abuja on Monday during the launch of the inaugural Nigerian Police Housing Summit.

The summit themed, “Renewed Hope for Police Housing in Nigeria,” was held at the Abuja Continental Hotel, Federal Capital Territory.

Speaking during the event, the police chief noted that upon his appointment as the IG, he identified the welfare of police personnel as a cornerstone of his administration.

Egbetokun said, “A key aspect of enhancing our officers’ conditions is the provision of appropriate housing during and after their service. This task is monumental, as the Nigerian Police Force currently grapples with a significant housing shortage for its members across all ranks.

“Presently, housing capacity meets only about 10% of the needs of our more than 400,000-strong workforce. Moreover, years of neglect have rendered existing barracks accommodations largely inadequate, failing to meet the demands of modern 21st-century policing.

“In the past, the Nigeria Police Force has launched initiatives aimed at addressing these shortfalls, including the establishment of the Nigerian Police Force Property Development and Construction Co Ltd and forging partnerships with various state governments, government bodies, sister organisations, and private sector developers.”

He, however, noted that, unfortunately, the impact of these efforts has been minimal, while highlighting the urgent need for a strategic reassessment and a revamp of the NPF’s execution framework to adequately meet our officers’ housing needs.

He added, “Today marks the launch of the inaugural Nigerian Police Housing Summit. Under the theme ‘Renewed Hope for Police Housing in Nigeria,’ and supported by sub-themes such as ‘Accessible Housing: An Indispensable Welfare Tool,’ and ‘Pragmatic Solutions for Police Housing,’ this summit is envisioned as a critical platform for discussing and developing strategies to realize our goal of providing accessible and affordable housing to our officers and men.

“This premier event also aims to foster comprehensive solutions for the swift delivery of quality, cost-effective housing solutions—both rental and owned—for our force members, active and retired.”

He further revealed that the objectives of the Nigerian Police Housing Summit 2024 were to articulate a vision of ‘effective and efficient’ housing as an essential tool for the welfare of the Nigeria Police Force’s men and officers, amongst other things.

Egbetokun added, “A critical discussion point will be the establishment of a 100billion Naira Police Housing Fund. Preliminary assessments are underway, and engagements with key players and institutions have begun. The experts and facilitators gathered here today will play a crucial role in refining our strategies and ideas.

“We firmly believe that our men and officers deserve better, and the current state of affairs offers little hope for meeting their housing needs effectively. Today, we take a significant step towards realizing our new vision and expanding opportunities for home ownership among our ranks.”

The IG further expressed his gratitude to President Bola Tinubu, and the Honourable Minister of Housing, Ahmed Dangiwa, “for their leadership in delivering affordable housing to Nigerians through the ‘Renewed Hope Cities’ initiative.”

Abia NLC demands N35,000 wage approved  by FG …As Otti considers implementation

Henrietta Ashikodi…

Abia State Chairman, Nigeria Labour Congress ( NLC) , Comrade Ogbonnaya Okoro has appealed to Governor Alex Otti to consider implementing the N35,000 wage bill approved for workers by the federal government.

The NLC chairman with his executive members stated this while they paid a working visit to governor Alex Otti.

Comrade Okoro also used the forum to draw the attention of the Governor to the verification issue that has denied some workers their salaries for about 7 months now, alleged victimization of workers by Valumbra floor mill, Aba among other issues.

He commended Governor Alex Otti for his numerous achievements in office, including keeping to his promise of paying salaries to Abia workers on 28th of every month, urging the Governor to see Abia workers as integral part of his administration.

“You are doing well and every Abian is happy. Things are happening. It shows that we did not make mistake when we said we want change.”

Responding, Governor Alex Otti said his administration was looking at the issue of N35,000 wage award approved by the federal government for workers, with a view to implementing it. He disclosed that a committee has been set up to that effect and has submitted its first report.

He however said that he directed the Committee to deepen its work and report  to him, adding that he has directed the Commissioner for Finance to look at the discriminatory salary structure for health workers in the state as it concerns the issue of consolidated health salary structure (CONHES)

The Governor said that his administration will critically look into arrears of salary owed Abia workers in various MDAS and parastatals including, ABSUTH, ASUBEB, ASCETA, Abiapoly, primary school teachers among others by the previous administration.

He also said that a team was working with the Nigerian Union of Pensioners to reach a resolution on how to defray the pension arrears owed pensioners in the state.

Governor Otti observed that there were still bad eggs in the system who still engage in padding of salaries and other vices and implored NLC to help identify such people who are stealing from the government.

“There are a lot of people who are collecting salaries but are not coming to work. My challenge to NLC is to help us, what they (ghost workers) are doing, they are steeling from you. It is very important you take it as responsibility.

He noted that his administration may not be sharing money as was the case in the past, but that he is busy creating conducive atmosphere for survival of every Abian, as well as bring back all companies that left the State due to infrastructural decay.

He said his administration will not back down on its policies and actions to curb corruption and make good use of diverted funds in the public sector.

He said: “The fight against corruption is on, we will not look back, we will fight it to ruins. Today is to be remembered for good, an evidence that it is good to dream, a serious validation of democracy.”

The President also assured Nigerians that the country will be out of economic problems, ‘we just need to work hard with perseverance’.

He said: “The momentum of greatness that we started has become unstoppable. It is a constant reminder that positive change and progress are possible, and we must attain it. We must adhere to our pledge through perseverance and consistency.

Alleged EFCC’s invasion: Family of former Emefiele’s aide cries foul

Emefiele

The family of Odoh Ocheme, a former aide to embattled ex governor of the Central Bank of Nigeria (CBN), Godwin Emefiele, has raised alarm over what it alleged as “political persecution and harassment of the family by the Chairman of the Economic and Financial Crimes Commission, Ola Olukoyede.”

In a statement signed by the family lawyer and foremost human right activist, Barr. Abang, the family alleged that operatives of the EFCC “stormed the Odoh house in Makurdi with the excuse they are searching for what they failed to explain to the family.

The statement explained that the operatives “broke into the odoh premises without identification and mercilessly beat up the security guard and one other worker who were in the compound.”It alleged that “These two persons are now in the hospital receiving treatment for nothing more than asking them who they were when they arrived.”Abang further accused the EFCC of “making death threats against the Ochemes and their children, Eric and her younger sister as well as threatening to go to Owerri from Makurdi to harass the father in law of Eric, her son.

The men marked all property they could link to the family, including inherited property of the family and her house which has not been improved since her son became an aide of Emefiele.

The lawyer wondered how the EFCC could be acting in such Gestapo manner when from everything they have said and produced there is nothing directly linking her son to any of the crimes they alleged against him.

“His only crime is that he worked for Emefiele, and I believe that is not a crime” she stated. The family lawyer called on President Tinubu to direct the EFCC Chairman to follow the law at all times as the family believes that Eric their son is in clear danger of losing his life.

The mother, Madam Odoh, who was crying uncontrollably added that she was already very afraid that her son would be killed, judging by the threats the men made and said no old mother should ever be made to go through the agony they have put her through by promising the untimely death of her son when they attacked their family house,” she added.

Why southeast will not protest against Tinubu, by Umahi

Minister of Works, David Umahi, on Sunday, March 3, said the people of southwest have no reason to join other regions of the country to protest against President Bola Tinubu over the rising cost of living in the country.

Umahi said the President has resolved the incessant farmers/herders clashes in the zone that contributed to the insecurity in the area and affected food production and caused hunger in the land during the clashes.

The minister stated this in his Uburu hometown, Ohaozara local government area of Ebonyi state while interacting with journalists.

He noted that the high cost of living in the country was the cumulative effect of past administrations that President Tinubu has started solving through various policies and programs.

He averred that Tinubu administration favored southeast greatly through appointment of sons and daughters of the zone in positions of authority, including appointing the first Minister of Works of southeast extraction.

Umahi explained that the administration has been doing many projects in the region and that with all these, south East has no moral justification to join those protesting against the President over the hardship in the country.

He called on the people of the zone not to be lured by any group or region and join protest against the President.

The former governor of Ebonyi state described the NLC protest last week as unhealthy and unreasonable and urged the people of the country to be patriotic.

“The present hunger that everybody is talking about, didn’t start today. It’s a built up to a number of factors. Before the past administration and present administration, we have been having a build up of insecurity, we had farmers/herders clashes over a number of years at a long period of time.

“At a time, I was the chairman of NEC committee on resolving farmers/herders clashes. So, I went through a number of states, especially the Northern States settling the farmers/herders clashes and it yielded a number of fruits.

“That problem dealt a lot of blow to food production. The issue of kidnapping, the issue of insecurity, prevented farmers from going to their farms because here, we are talking about hunger.

“And so, you expect the administration of President Tinubu to fix all those things within nine months, it’s not possible. So, it’s a cumulative effect of the past like I have mentioned. We should be asking ourselves, how do we solve these problems and that’s what the President has started doing. When something has gotten to climax, you don’t expect to dissolve it over night.

You didn’t disappoint us, Imo Economic Development Initiative tells Uzodimma

Satisfied with the excellent outing of Governor Hope Uzodimma of Imo State in his first four years in office, the Imo  Economic Development Initiative (IEDI) has said that the Governor did not disappoint their reasonable expectations as private sector enthusiasts.

This was contained in a Press Secretary and Media Adviser Oguwike Nwachukwu.

The body, an assemblage of professionals cutting across socioeconomic divide, passed the verdict weekend when the members visited Governor Uzodimma in his office at Government House Owerri to brief him on their readiness to continue to support his administration as his second term commences.

Led by Chairman of the group, Prof Maurice Iwu, a former National Chairman of the Independent National Electoral Commission (INEC), the IEDI team said the visit was a follow up to their zoom meeting on Friday, March 1, 2024,  where all the members, both within and outside the country, had the opportunity to evaluate the first four years of Governor Uzodimma’s administration and suggested other measures to be considered that would help to deepen the foundation the Governor laid in his first tenure.

Prof Iwu thanked Governor Uzodimma on behalf of all their 40 members of different professional persuasions for finding time to receive the 10-member delegation detailed to interface and brief the Governor on the outcome of their expanded meeting as it concerns Governor Uzodimma’s second term socioeconomic policies.

Prof. Iwu spoke passionately on the readiness of IEDI to continuously partner with the State Government, for the overall economic development of Imo.

He described the body as a think tank of Imo citizens, drawn mainly from the private sector, businessmen and women, academia and technocrats who, at one time or the other, were in government.

Prof. Iwu said during the zoom meeting the body identified about nine policy parameters of Governor Uzodimma’s administration which they believe, the private sector could play some roles in helping to actualise them for the good of Imo State.

His words: “We are also here to show appreciation for the past four years of your first tenure, and we want to also ensure we can work with you for the next four years of your second tenure.

“That is why we have come early, like we did four years ago, to review some outstanding issues that we feel will be of  interest for the State. We are here with 10- man delegation, from a group of only 40 people, who have been working, not as a government agency, but as private sector-driven and whose interest is the furtherance of  governance in the State and helping, so our people will be able to appreciate the dividends of democracy, especially in this period.”

In his response, Governor Uzodimma expressed  gratitude to the group for the continuous support of the members to his administration and also his willingness to work in tandem with them to actualise the desired economic growth of Imo State.

The Governor said he was privileged to meet again with members of the body for coming to extend their congratulations on the commencement of his second term as Governor of Imo State.

Governor Uzodimma said “their commitment to fostering a prosperous society aligns perfectly with our goals in the State,” noting that, “listening to their annual economic plan was truly impressive and heartening, as it resonated deeply with my vision to fortify our State’s economy.”

He further commended their dedication and partnership towards building an economically robust society and expressed his commitment to continually collaborate with the body “in our collective pursuit of economic prosperity for all.”

Governor Uzodimma said: “I will continue to solicit your opinion and contributions, to analyse my policies from time to time and suggest ways we can do better to achieve a better result. Feel free to criticise and suggest ways to achieve result.”

The Deputy Governor of Imo State, Lady Chinyere Ekomaru, immediate past Secretary to Government of Imo State and Chief of Staff to the Governor, Chief Cosmos Iwu and Barr Nnamdi Anyaehie respectively as well as the Principal Secretary to the Governor, Dr. Irene Chima, joined the Governor to receive the group.

Uzodimma tinkers with request to establish Government Colleges at Okigwe, Orlu

Governor Hope Uzodimma of Imo State is weighing the possibility of government establishing two other Government Secondary Schools at Okigwe and Orlu

zones to complement the already existing Government College Owerri with a view to deepening education in the State.

He gave the assurance to examine the pros and cons of having two Government Colleges at Okigwe and Orlu following the request made by members of the Old Boys Association of Government Secondary School, Owerri who paid a courtesy call on him at Government House Owerri, weekend.

The Old Boys Association was led by Dr. Etofolam Osuji who said the members were in Owerri for their Annual General meeting.

Governor Uzodimma had warmly welcomed the members and commended their contributions to the advancement of education and moral moulding of our youths.

He assured that he will look into their request for the establishment of Orlu and Okigwe versions of the Government Secondary School Owerri.

The Governor expressed gratitude for their solidarity and urged them to sustain their efforts “because my administration remains steadfast in transforming our State for the better.”

He commended them on their interest in having their alma mater regain her lost glory and assert it’s pride of place in the education sector in the country.

Assuring them of government’s willingness to support and partner them on their aspiration, the Governor however decried what he called “lack of monitoring and supervision of the schools as the bane of dilapidation and loss of glory.”

Earlier, the leader of the group and National President of Government Secondary School Old Boys Association, Dr. Etofolam Osuji informed that they were in Owerri for their Annual general meeting and found it important to pay a courtesy call on the Governor as a mark of respect and solidarity.

He congratulated the Governor on his reelection and inauguration for a second tenure and wished him well.

Dr. Osuji appealed to Governor Uzodimma to assist them in improving the security situation in the school, noting that the perimeter fence in the school has been breached.

He regretted that a former Governor of Imo State annexed part of the school’s premises, a situation he said defaced the compound and pleaded that something be done about it.

Dr Osuji also asked for partnership with the Government to address the various challenges plaguing the school so that it will regain it’s pride of place as the best in the South East.

Finally,  he requested the Governor to deepen the legacy he is already leaving behind in Imo State by taking steps to establish two new Government Secondary Schools in the other two zones of Okigwe and Orlu.

“The feat will help decongest the Government College Owerri and create more opportunities for Imo children seeking better and quality secondary education,” he suggested.

Deputy Governor of Imo State, Lady Chinyere Ekomaru and other top government officials were in attendance at the meeting.

Port Harcourt-Aba Train services begin operation in March, says FG

The federal government yesterday said train services on Port Harcourt to Aba route will start operation by the end of March.

The Port Harcourt-Aba rail project is part of the larger Port Harcourt-Maiduguri railroad project initiated by President Muhammadu Buhari’s administration.

The Managing Director Nigeria Railway Corporation (NRC), Mr. Fidet Okhiria, disclosed this in Port Harcourt after leading a delegation to test-run the reconstructed of Eastern Narrow Guage Rail line.

He said workers were currently putting finishing touches on the tracks to ensure that full train operation could begin within the month.

“I am impressed with what I saw today, especially being able to ride the locomotive and wagon on the tracks.

“Last time we visited, we could not use the train because the contractor said it was not proper to run on the train due to imbalance of the tracks.

“The Minister of Transportation, Mu’azu Sambo, has directed that the Port Harcourt route be connected to rail as well as initiate the linkage of Onne Port,” he said.

Okhiria expressed confidence that the contractor would complete the ‘tampering’ of the railroad within two weeks, preceding the targeted three weeks for the train services to resume.

“We are pushing the contractor to make the track safe by deploying semi-automatic signalling of the machine points, rather than manual operation.

“Despite resource challenges, the contractors are doing their best, and our goal is to achieve this within the next two weeks.

“With this, we aim to commence passenger train services, hopefully within March and fully resume transporting people from Port Harcourt to Aba by the end of March,” he assured.

The managing director said the project design team had started designing a rail track to connect the Port Harcourt-Aba railroad line to the Onne sea port.

He stated that NRC had begun collaborating with the port’s terminal manager and leading engineers to ensure a smooth project delivery.

“The initial design has been done and handed over to us. We look at it, make corrections and seek approval. Once approved, work will commence,” he added.

Regarding transport fares, Okhiria mentioned that due to the current high cost of diesel, commuters might have to pay higher fares than what was obtainable before.

He said if NRC could not cover 100 per cent fuel cost, the corporation would aim to generate at least 50 per cent from passengers to sustain operations.

“Additionally, we will assess the conditions of the roads with intent to cover at least 50 per cent of the road costs.

“The government is working with relevant security agencies to ensure adequate security of the rail line, and the linkage of security devices from the trains to the control room.

Cattle dealers launch legal battle to stop Abia govt from demolishing houses inside market

An Abia State High Court sitting at Isuochi would on March 13, 2024, commence hearing in a suit seeking to stop the state government from going ahead with its plan to remodel the Umuchieze Garki Cattle Market.

The government has also decided to end the practice of cattle dealers and their families making their homes inside the market.

But the cattle dealers and residents of the market have dragged the government to Court following a warning notice served on them by the Town Planning Authority of Umunneochi Local Government, which is poised to commence the demolition of residential houses inside the market.

The suit No. HUM/9/2024 was filed by 12 persons, including Sarkin Zango, Hussaini Muhammad, and Buba Kedemure, the spokesman of the group, for themselves and on behalf of cattle dealers and the market residents.

In the interim, the Court would decide on an application for an interlocutory injunction seeking to restrain the government from carrying out the demolition of residential houses inside the market, pending the hearing and determination of the case.

Since last October, the cattle dealers have been at loggerheads with the Abia government after the government took a firm decision to remodel the cattle market and make it non-residential, citing security issues.

Joined as defendants in the suit are the state commissioner for lands, Chaka Chukwumerije, the attorney general and commissioner for justice, Ikechukwu Uwanna, the chairman of Umunneochi Local Government, Ndubuisi Ike, and the State Commissioner of Police.

Though the interlocutory injunction is meant to restrain all the defendants and their agents, it is specially targeted at the third defendant (Umunneochi Council Chairman) since the warning notice for demolition emanated from his Council.

They also want the Court to issue an order directing the defendants, “and in particular the third defendant(Council Chairman) to maintain the status quo as of February 13, 2024, when the Umunneochi Town Planning Authority served the plaintiffs “warning notice” of demolition.

In a 29-point supporting affidavit deposed by their spokesman, Buba Kedemure, the plaintiffs said that the demolition of the market would adversely affect them as it would render them homeless.

The market dwellers stated that their application “has become necessary because the third defendant has concluded a plan to go on with the demolition in defiance of the pending process before the Court”.

They argued that the land on which the cattle market is located was acquired by the Abia government in 2005 and handed over to them for their mass relocation from Okigwe in Imo State to Umuchieze in Abia.

According to them, at the time the land for the cattle market was given to them to occupy, the Umunneochi Council “never developed a site plan/design or development plan to guide them on the development of the market.

The plaintiff/applicants, therefore, averred that the Abia government “knew and ought to know” that by the nature of their business, they not only sell cattle but also other animals, including goats, rams, and fowls that “require close monitoring and care” round the clock.

In defending their choice to live in the market, the cattle dealers said that their business makes it “mandatory” for them to live with the cattle to cater to the animals, minimize mortality, and keep them in healthy condition for human consumption.

According to a report, residents looted bags of maize and grain at the warehouse located around Tasha community in the FCT.

One of the residents, JaafarAminu, who spoke with newsmen, said the looting continued without interruption until 9 am.

He said both residents and people from nearby Jiwa and Karmo communities gathered at the location with the intention of joining in the looting.

‘How I lured, killed 7 ladies for money ritual through hookup app’ – Suspect

A suspected ritual killer, Adebayo Olamide Azeez, on Thursday revealed how he lured seven women through a dating app, “mychat” to their untimely death for ritual purposes.

Azeez, 32, confessed to being a member of a ritualist gang which specialised in killing women and selling their body parts for money rituals.

Operatives of the Ogun State Police Command had earlier arrested and paraded members of the gang, namely, Moses Abidemi Awuraji, Oluwo Samuel Monday, Peter Oluwalolese, Jamiu Yusuf, AkinwunmiIfatosin, Sherifff Agbai and Osojieahen Alioneitouria.

They were all arrested for allegedly killing a 35-year-old woman, Sulaimon Adijat, for money ritual. Azeez, who had been on the run, but was later arrested by the police, said he joined the gang in September last year and has participated in the killing of seven women. He spoke when suspected criminals were paraded by the state Commissioner of Police, Abiodun Alamutu.

Alamutu said the suspect conspired with Moses Abidemi Awuraji, a herbalist, to kill the victims for money ritual.

The suspects strangled their victims to death and dismembered their body parts and sold them to Oluwo Monday Samuel and Alfa Ariwo (who is still at large) for ritual purposes.

“The three suspects confessed to the killing of ten different ladies at the Igbo Olomi residence of Moses Abidemi,” Alamutu said. Narrating how he lured and killed the victims, Azeez said, “I got the ladies from MyChat, which is a hookup app. I just told them that I wanted to hook up with them whenever Moses Abidemi Awuraji contacted me that they needed human body parts.

“They will call me and say that they need body parts, I will go on the app and chat with the ladies for a hookup. I didn’t know the ladies before, we didn’t have any conversation before, I only talked to them on the app. I ask if they are available and we negotiate on the amount they want to collect. When we reach an agreement, I will send my address to them and they will come over to me at Atan-Ota.

“I will pick them up and call Moses Abidemi Awuraji that they are around, I will then take them to Moses Abidemi Awuraji’s house in Igbo Olomi, Atan-Ota, and inside his sitting room, we will kill them.

“Abidemi’s wife (Awuraji Mariam) will pin their legs down while I strangle them.

“I joined the gang in September in 2023 and we have killed seven ladies. These are the ladies that I brought to the house that we killed.

“I don’t know what they use the corpses of the ladies for, my job is just to source for the ladies and bring them in. They don’t usually tell me the amount they will give, at times, they will pay me N30,000, other times, they gave me N40,000. “I can’t say no to them whenever they ask me to bring the ladies. I don’t know who they sell the body parts to and I don’t ask them about it, my own is just to source the ladies and collect my money.”

Meanwhile, Alamutu said the Command is working assiduously to unravel the identity of other victims.

He urged members of the public with missing relatives to report to the police with photographers of the missing persons.

Cleric charges students on excellence, as ROCHTEC holds matriculation

Students

Students of Royal College of Health Technology (ROCHTEC), Obi-Mbieri, Mbaitolu, Imo State, have been charged to imbibe good conduct, as they work hard to gain academic excellence that would enable them become successful, as well as make their parents and wards proud and happy.

This charge was given by the General Overseer of Christ Solution Ground Alter (CSGA), Akabo Ikeduru, Prophet Ben Uba (Old Prophet), during the 5th Matriculation Ceremony of ROCHTEC, held recently.

Prophet Uba who was officially invited to the Matriculation Ceremony by one of the pioneers of the Ministry, the Registrar of the Institution, Dr. Mrs. Gertrude Okorie and the School Management, urged the students to always abide by the rules and regulations of the College to make progress, advising them to remember their family backgrounds, what their parents and wards go through to sponsor them in school, hence the need for them to cultivate reading habit, referencing that “Daniel understood by reading books”.

Uba who enjoined the students to make good use of the College’s good facilities and serene environment to graduate in flying colors, told the college management to continually imbue the students with sense of humility, honesty, cultural values, good morals, “because when the students are conscious of these attributes, they will make positive impacts in various fields of learning, in line with the school philosophy of National Health Policy, which is Primary Healthcare”.

The Old Prophet advised the Federal Government of Nigeria to do something urgently in addressing the bad economy which he regretted has created hardship and hunger in the nation.

“The problem of Nigeria has nothing to do with food hoarding, the problem is lack of wisdom and not having fear of God by leaders, because the Bible says wisdom is profitable to direct. If we have wisdom, things will not be like this”, he added.

He urged leaders to apply pure wisdom in anything they are doing, maintaining that the fear of God, wisdom and understanding are the only ways to come out  of all “we are passing through today”.

The Old Prophet assured that he would continue to pray for the country until there is a positive turn-around.

Military didn’t destroy ESN camps in Anambra – IPOB

The Indigenous People of Biafra, IPOB, has denied reports that the Military destroyed camps belonging to the Eastern Security Network, (ESN), around Eke Ututu market in Orsumoghu, Ihiala Local Government Area of Anambra State.

IPOB charged the Nigerian Government to stop linking ESN to acts of criminality.

In a statement signed by its spokesman, Emma Powerful, IPOB said the more the

Nigerian government tries to destroy the group, the more they will jeopardize their reputation locally and internationally.

The statement reads partly: “The global family and movement of the Indigenous People of Biafra (IPOB) ably led by the great prophet and liberator, MaziNnamdiOkwuchukwuKanu, debunks the fallacious and fabricated blackmail from the Nigeria military that they have destroyed ESN, camp around Eke ututu local market at Orsumoghu in Ihiala LGA of Anambra State.

“It is a pity that the Nigerian government and her military are still bent on blackmailing IPOB and ESN even when they know the truth. In previous press releases, IPOB have called out Simon Ekpa’s led criminal gangs operating the said camps who initially paraded themselves as ESN and later metamorphosed into the Liberation Army as those terrorizing the innocent community of Uli, Lilu, Nnewi South and Orsumoghu.

“It is crystal clear that those creatures operating around Eke ututu ancient market were not ESN operatives and IPOB volunteers. “The more the Nigerian government tries to destroy IPOB, the more they will jeopardize their reputation locally and internationally.

“Biafrans and the international community know the truth and those behind the sponsored insecurity in the Southeast.

The people of the communities where these criminals camped knew that those people perpetrating criminalities in their communities are not ESN operatives or IPOB volunteers. IPOB and ESN operatives are freedom fighters and not criminals.

“The Nigerian government and its security agencies should do themselves a favor and stop linking ESN/IPOB to their gimmicks and antics of criminality. We are an upright freedom fighting movement focused on the peaceful restoration of Biafra Nation, through a UN supervised referendum when common sense finally prevails among the Nigeria government handlers.

“Using criminal elements to impersonate and blackmail IPOB’s self-determination movement are efforts in futility.”

NCC to block over 42 inactive phone lines

SIM CARDS

Reps Warn MTN, GLO, Airtel, others over reselling of already purchased sim cards

The Nigerian Communications Commission (NCC) will bar over 42 million inactive mobile numbers from February 28, 2024. Recall that in December 2020, the Federal Government announced the integration policy of the Subscriber Identity Module (SIM) into the National Identification Numbers (NIN) database, as a measure to tackle the growing trend of insecurity and kidnapping across the country.Following the multiple deadline extensions due to pressure from Nigerians and a huge number of unlinked SIMs, the government directed telecommunication firms to block only outgoing calls on all unlinked lines on April 4, 2022. Naija News reports that the NCC has now decided to implement the policy at full scale since it was announced in 2020, through a letter to mobile network operators in December 2023.

The NCC affirmed the federal government’s directive to bar unlinked lines by February 28, 2024, despite pleas by telecom operators that a huge amount of lines are yet to be linked with their NINs. Speaking with TheCable, sources in the NCC said a total of 45 million lines in the country will be barred for not linking their SIM cards with their NIN.

The sources said out of the 45 million, 42 million lines have neither made a call, had a data session or sent an SMS in over one year.

Sources further disclosed that only 3 million active lines will be affected out of the 45 million to be barred.

“These 42 million lines have been inactive for over a year. So essentially, from our system checks only about 3 million active lines would be barred. We expect that the users of these lines would come out to submit their NIN and unbar their lines or abandon the lines entirely,” a source stated.

Reps ask JAMB to extend registration by two weeks

The House of Representatives has mandated the Joint Admission and Matriculation Board to extend the 2024 Unified Tertiary Matriculation Examination registration exercise by two weeks.

The resolution followed the adoption of a motion on urgent public importance titled “Need to extend UTME registration by JAMB, sponsored by Hassan Shinkafi, during Thursday’s plenary in Abuja.

Moving the motion, Shinkafi noted that the UTME registration exercise which commenced on January 15 ended on February 26, 2024, adding that as a result of the painful economic situation in the country, “Many families have been constrained from registering their wards, by this timeline.”

He said that if extension was not given by JAMB, many candidates will not be able to register and participate in the exercise and that means “There will not be a wider coverage and participation in this year’s UTME in Nigeria.

While urging the lawmakers to intervene, Shinkafi added that an extension will encourage parents of less privileged students to register their wards for the exercise.

The House, while urging JAMB to extend the registration by two weeks, also mandated the relevant committees on Education and Legislative Compliance to enforce strict compliance.

Bill to establish Peace Corps passes 3rd reading at House of Reps

HOUSE OF REPS

The House of Representatives on Thursday,  passed for third reading, a Bill for an Act to establish the Nigerian Peace Corps.

The Bill was jointly sponsored by the Deputy Speaker, Rep. Benjamin Kalu and House Majority Leader, Rep. Julius Ihonvbere, among others at plenary in Abuja. The bill is titled: “Bill for an Act to Establish Nigerian Peace Corps to facilitate Peace, Volunteerism, Community Services, Neighbourhood Watch, Nation Building and for Related Matters”

The News Agency of Nigeria (NAN) recalls that the Nigerian Peace Corps Establishment Bill sought  to give statutory backing to the existing Peace Corps of Nigeria. However, less than two months after the passage, a motion for rescission on the Nigerian Peace Corps (Establishment) Bill, 2023 was moved on the floor of the house by Rep. Francis Waive (PDP-Delta). Waive noted that after the passage of the Bill, new facts emerged that would strengthen the functions and the operational structure of the corps.

He added that this was why the house rescinded its decision on the Bill and recommited it to the Committee of the Whole for reconsideration and passage. The Bill sought to establish the Nigerian Peace Corps as a body, charged with the responsibility to develop, empower and provide gainful employment for  youths. When enacted, the act would   facilitate peace, volunteerism, Community Services, Neighborhood Watch and Nation building.

NAN reports that by this passage, the Nigerian Peace Corps establishment Bill would be making its way to the Senate for concurrence and eventual transmission to the President.

Joseph Wayas: London mortuary charges former Senate President’s family N13.3m to view his corpse

former Senate President, late Dr Joseph Wayas

A London morgue where the remains of former Senate President, late Dr Joseph Wayas, is kept, has collected the sum of £6,710, amounting to N13,366,320, from members of his family, before allowing them access to the body.

This was disclosed in a report by Justice Maurice OdeyEneji, Chairman of Joe Wayas’ Burial Fact Finding Committee.

The report is dated 27 February 2024.

The report said the morgue managers had insisted on the amount, representing cost of maintenance of the body and general charges for over two years that the body has been kept there.

The committee, made up of elders in the Cross River northern district, needed to ascertain that the body was available, and what state it was in.

Wayas’ daughter based in Nottingham, UK, Ms Donna Wayas, and one MrsEchiko Julie Odey, were the two individuals who had access to sight and ascertain the state of the body.

Late Wayas, born 21 May 1941, died on 30 November 2021 in a London Hospital, after a lingering sickness.

He was Senate President from 1979 to 1983.

Former governor of Cross River State, Ben Ayade, first managed his health condition, and when he died, the state government released N200 million for repatriation of the body and burial.

However, soon after, a family crisis ensued which delayed the funeral.

In the report dated February 27, Justice Eneji said the committee has been very proactive, meeting regularly and is committed to ensuring that the body is repatriated for the burial.

However, he said they were still in need of a further £60,478, that is, N120,934,992, and have launched a passionate appeal towards raising the amount.

“In line with burial committee’s agreement with Ms Donna Wayas, we need to raise and remit/transfer to Donna the sum of £60,478 to offset all outstanding indebtedness, inclusive of cost of repatriation of the corpse to Nigeria for burial.

“We also need to raise and refund the sum of £7,210 paid on our behalf to the morgue managers in London,” Justice Eneji added.

Meanwhile, members of the Fact Finding Committee have agreed that they must allow both the state government and National Assembly to play their parts.

“Both the state and federal governments may have committed funds for this purpose in the past but he (late Wayas) has not yet been buried.

“He is not in any way responsible for the circumstances leading to the delay of his burial, neither does the delay detract from what he was in, and for, Nigeria.

“I think that now that the complexities surrounding his death and burial have been unravelled, our statesman is entitled to, and should be given, the burial that befits his status by both the federal and state governments.

“I think that we should communicate officially to them that all the knots have been loosened and all is now set for the burial as soon as it is convenient for government,” key member of the committee, who did not wish to be named, said.

ASUU sends SOS to gov over N1.7bn unpaid allowances

ASUU

The Academic Staff Union of Universities, Taraba State University chapter, on Thursday, appealed to Governor Agbu Kefas to pay the N1.7 billion accumulated earned Academic and promotional allowances owed to staff of the university since 2014.

This is even as the Union lamented the prolonged delay in the payment of their withheld salaries, noting that with each day passing without the payment of these outstanding salaries, the financial strain on their members intensifies, pushing them further into distress and uncertainty.

Addressing a press conference at the ASUU house at the Taraba State University, the Chairperson of the Union, Dr. Garba Mbave, said the non-payment of promotion arrears and withheld salaries, not only create financial strain for members, but also erodes their morale and diminishes their trust in the fairness and integrity of the institution.

“These situations we have been subjected to have the potential to disrupt industrial harmony and compromise the productivity and effectiveness of our workforce.  The prolonged delay in the payment of Earned Academic Allowance has created significant discontent and frustration among our members. The non-payment of these allowances, not only undermines the commitment and dedication of our academic staff, but also poses a threat to the overall industrial harmony within our educational institution.

“The accumulation of these unpaid allowances since 2014 has only exacerbated the grievances and discontent among our academic staff. We urge the government to take decisive action to address this pressing issue and prioritise the prompt payment of the outstanding Earned Academic Allowances and withheld salaries owed to our members.

“Without a pension scheme in place for members of staff, we are faced with the challenges of financial insecurity and uncertainty. This is an unacceptable situation that highlights the urgent need for action.” While commending the governor for the renovation of students’ hostels and slashing of fees for undergraduate students, the union urged the government to take decisive action on the issues of outstanding earned academic allowances, withheld salaries, promotional arrears, and construction of a parameter fence for the university.

Lawmakers clash over bill seeking to include Anambra in NDDC

SENATE

The bill to designate Anambra State as a member of the Niger Delta Development Commission (NDDC) sparked controversy in the Senate on Wednesday, with members expressing differing views during the bill’s second reading.

Senator representing Anambra North, Tony Nwoye, introduced the bill seeking to amend the NDDC Act N86 LFN 2004 to include Anambra State. However, the bill did not progress past the second reading as lawmakers voted against its passage.

Citing information from the Revenue Mobilization Allocation and Fiscal Commission (RMAFC), Senator Nwoye argued that Anambra State meets the criteria to be recognized as an oil-producing state. The lawmaker highlighted that the RMAFC, during its 139th Plenary Session on July 27, 2021, approved the attribution of 14 oil wells to the state, including Nzam 1, Anambra 1, 2, 3, Ogbu-1, Alo-1, Amesi 1, 2, 3, 4, and Enyie 1, 2, 3, 4.

In an attempt to persuade his colleagues to support the bill, Senator Tony Nwoye informed the Senators that the official allocation of 13% mineral derivation revenue has commenced from November 2021 until the present date.

Following this, chaos erupted when Senate President Godswill Akpabio presented Senator Tony Nwoye with a choice to either withdraw the bill for further consultations or subject it to a voice vote among the Senators. Should Lagos, Kogi, Bauchi, and Other Oil Producing States Also Be Included in The NDDC? Akpabio, being the first to contribute to the bill, pointed out flaws in it. The Senate President explained that the current nine member states of the NDDC (Abia, Akwa Ibom, Anambra, Bayelsa, Delta, Imo, Edo, Ondo, and Rivers) were included due to their geographical location within the Niger Delta, which Anambra State is not a part of. According to Akpabio, if Anambra State were to be included, it would imply that other oil-producing states such as Lagos, Gombe, Kogi, and Bauchi would also be included in the NDDC and recognized as Niger Delta States. Akpabio garnered backing from Senators such as Seraike Dickson, Isah Jibrin, Olamilekan Solomon, and Eshilokun, while Senators Adams Oshiomhole and a few others supported the bill.

In response to Akpabio, the bill’s sponsor Tony Nwoye accused Senator Jibrin Isah (Kogi East) of providing false information to the Senate by claiming that Kogi State has been receiving oil derivation funds since 2022.

He said: “Mr Senate President, I have the record that Anambra State has started receiving 13 % derivation since November 2021, and as of today, Kogi State is not receiving a dime from the Federal Government. He mentioned Kogi and he was trying to misinform the Senate.

” However, Jibrin fired back, admonishing the Anambra lawmaker to limit his argument to his state, saying, “Kogi has started receiving oil derivation since 2022.”

“With due respect Mr. Nwoye I want to limit yourself to your presentation and your state. What happens in Kogi State is not your business. I am telling you that the information getting to me shows that Kogi is getting 13%, Isah stood his ground.” Speaking further over the arguments, Akpabio urged Senator Nwoye not to rely solely on the letter received from the RMAFC, as it only offered clarifications on the 13 per cent derivation of Anambra, not Kogi. The Senate President proposed an amendment that would consider other states, including Kogi, which has recently become an oil-producing state, as well as potential future oil-producing states. Akpabio argued that there was no need for the bill, as Anambra already receives its 13 per cent derivation from the Federation Government and benefits from funds as a member of the host communities under the Petroleum Industry Act bill.

More than 30,000 killed in Gaza, Hamas-run health ministry says

More than 30,000 Palestinians have now been killed in Gaza since 7 October, the Hamas-run health ministry says.

That number equates to about 1.3% of the 2.3 million population of the territory – the latest grim marker of the awful toll of this war.

The ministry says that the majority of those killed were women and children.

Its figures do not differentiate between civilians and fighters when identifying those killed.

In its daily update on Thursday, the ministry said 81 people had been killed in the last 24 hours, bringing the total to 30,035.

The actual number of dead is likely to be far higher as the count does not include those who have not reached hospitals, among them thousands of people still lost under the rubble of buildings hit by Israeli air strikes.

More than 70,000 injured people have been registered by the Gaza ministry of health (MoH), which is the only official source for casualties. Its data is quoted by UN agencies and other international institutions.

The World Health Organization (WHO) says it has a “long-standing co-operation” with the Gaza body and that it has “good capacity in data collection/analysis”. Its previous reporting has been considered credible and “well developed” by the UN agency.

The WHO notes that when the current breakdown of deaths is compared with previous data recorded by the UN from past conflicts in Gaza, “it clearly shows an increasing number of civilians being killed, with a higher proportion of children and women fatalities”.

Asked about its assessment on the number of fatalities and the breakdown of civilians and fighters, Israel’s military told the BBC only that “the number of terrorists killed stands at approximately 10,000”.

For a Palestinian death to be registered in Gaza, a corpse or remains must be seen by hospital staff or medical workers. At the end of each day, hospitals send lists of all casualties including – where known – names, identity numbers, dates of injury or death, and details of injuries and condition to a centralised MoH system. Its operators are now based in Rafah.

The Palestinian Red Crescent also contributes data.

During this war it has been more difficult than ever to report figures because of overflowing mortuaries, fighting in and around hospitals and clinics, and poor internet and phone connectivity.

However, if and when a longer-term truce is agreed or the war ends, efforts to recover bodies and trace the missing should allow a clearer picture to emerge of numbers killed, including numbers of combatants. The UN and rights groups, as well as the Israeli military, can be expected to carry out their own investigations.
